This is a variation of John Carter's "TTM Squeeze" indicator from "Mastering the Trade" (Ch. 11).

The dot signals a market squeeze, indicating low volatility and potential for a significant move. You can take advantage of a bullish trend with a histogram when entering long positions just before the market explodes during a squeeze.
